Tightly cover pan with foil (your going to steam them for the first part of cooking)
Place in 350 degree oven. Bake for 15 minutes.
Carefully remove foil - a tremendous amount of steam will come out as soon as you break the seal BE CAREFUL, steam burns are no fun. Place uncovered potatoes back in over, bump up heat to 450 degrees and cook for 15-20 minutes.
Combine lemon zest, juice, melted butter and chives in bowl. Add hot potatoes and toss to coat. Season to taste.
